CONCORD, CA —The Mt. Diablo Unified School District and Saint Mary’s College Kalmanovitz School of Education have partnered to implement a teacher residency program that is affordable and accessible while also addressing critical teacher shortages.

Through a grant from the California Commission on Teacher Credentialing, MDUSD will provide each teacher resident with a stipend to help offset tuition costs. This financial support makes the pathway to teaching significantly more accessible for aspiring educators who might otherwise face cost barriers, the district said.

"We are excited about the opportunity to increase the resources and options available to future educators while also maintaining our focus on improving quality instruction and high expectations for all of our students," said Wendi Aghily, chief of Pupil Services and Special Education for MDUSD. "This is an investment in the future that can have ripple effects for years to come."

The program integrates a full year of coursework on the Saint Mary's campus in Moraga with concurrent in-classroom student teaching under the guidance of experienced MDUSD mentor teachers. The integrated approach ensures theoretical knowledge is applied in real classroom settings, enhancing the relevance and effectiveness of the resident teachers' education while providing valuable support to MDUSD students.

S. Marshall Perry, an interim dean at Saint Mary's, highlighted the educational excellence at the core of the program.

Upon successful completion of the program, residents will earn a California preliminary single-subject (math or science) or multiple-subject teaching credential, with an option to add a Bilingual Spanish Authorization certificate.

CONTRA COSTA COUNTY, CA — A Concord student will be honored with a 2025 Youth Hall of Fame Award as part of the Contra Costa County Board of Supervisors' 31st annual César E. Chávez Commemorative Celebration to be held Tuesday, April 1.

Karlina Meyer of Carondelet High School will be honored with this year's Leadership & Civic Engagement award for being a natural leader who inspires others and works to make a difference in school and the community.

The theme for this year’s celebration is "His Legacy Our Time – Su Legado Nuestro Tiempo."

"We honor César E. Chávez and his enduring legacy of fighting injustice and uplifting the lives of farmworkers and their families," said Board Chair Candace Andersen. "His dedication to service continues to inspire us. In this spirit, we also recognize the outstanding 2025 Youth Hall of Fame awardees, whose commitment to service and community reflects Chávez’s mission."

The festival features Antonio Quintero and Douglas Lezameta as keynote speakers

CONTRA COSTA COUNTY, CA — The Contra Costa County Board of Supervisors appointed Dr. Ori Tzvieli as interim director of health services while a search is conducted for a permanent chief executive officer and health director for Contra Costa Health.

The appointment ensures continuity in the county’s health services and continued progress on key health initiatives following the retirement in February of longtime CCH CEO and Health Director Anna Roth.

During her tenure, Roth oversaw the growth of a $3 billion integrated health system serving more than 1 million residents. Under her guidance, the county expanded its safety-net services, strengthened behavioral and physical health integration, and launched innovative programs to address homelessness, environmental health and emergency medical services.

"Anna has been a transformative leader for Contra Costa Health, and while we will deeply miss her visionary leadership, we are confident in and excited about Ori’s expertise and dedication to continue the County’s mission," said Candance Andersen, board chair and District 2 supervisor. "This transition marks an important moment for the County, and we are committed to supporting a seamless leadership change while continuing to prioritize the well-being of our residents."

Dr. Tzvieli will remain the county’s health officer while serving as interim CEO and health director for Contra Costa Health.

Tzvieli, who received his medical degree from the University of California, San Francisco, and a master of health science from the University of California at Berkeley School of Public Health, joined CCH as a family medicine resident at Contra Costa Regional Medical Center in 2000. He soon launched a career in the county's healthcare delivery system led to several leadership roles, including medical staff president, ambulatory care medical director and, most recently, public health director and health officer for the county.

During his time with CCH, Tzvieli has championed collaborative efforts to address opioid addiction, helped lead the county’s emergency response to the COVID-19 pandemic, oversaw testing, vaccination, case investigation and contact tracing, laboratory functions, nursing and clinical services, communicable disease surveillance and prevention programs, and an array of work to improve community wellness, from senior nutrition programs to services supporting family, maternal and child health.

The Board of Supervisors plans to conduct an open recruitment process soon to permanently fill the position.

CONCORD, CA—Students from Concord who are pursuing Science, Technology, Engineering and Math—STEM—disciplines are invited to apply for PG&E Corporation Foundation's annual Better Together STEM Scholarship Program.

For eligible students, the PG&E Foundation will provide a total of $350,000 this year for 60 scholarship awards in the amounts of $10,000, $5,000 and $2,500.

Better Together STEM Scholarships are designed to allow the next generation of Californians to learn and succeed in higher education and support students who have made an impact in their community or who have overcome personal challenges, PG&E officials said.

"We applaud all future engineers, scientists and innovators," said Jake Zigelman, PG&E vice president for the Bay Area region. "These essential professions help power the state's clean energy progress, ultimately benefitting all Californians. The PG&E Corporation Foundation is proud to play a part in helping these local students achieve their educational goals."

Over the years, PG&E said, the scholarship program has evolved to help more students and their families lessen the financial burden of attending college.

In 2023, the PG&E Foundation added a new $5,000 scholarship that expanded the program to 20 additional students—up from 40 to 60 student recipients. In 2022, responding to a trend in applications from students admitted to Historically Black Colleges and Universities, PG&E expanded eligibility to students planning to attend HBCUs anywhere in the United States, in addition to California colleges and universities.

Since 2012, PG&E said, the Better Together STEM Scholarship Program has awarded $7.45 million to accomplished students based on a combined demonstration of community leadership, personal triumph, financial need and academic achievement.

Deadline, Criteria

Interested applicants can learn more and apply here. The deadline to apply is March 14. Scholarships will be awarded by August.

The relentless advocacy efforts of the California Apartment Association and local rental property owners have prompted the Concord City Council to take the first step toward amending its problematic rent control ordinance.

At its meeting on Tuesday, Feb. 25, the council tentatively approved amendments to the ordinance, including increasing the annual allowable rent increase from the restrictive 60% of the Consumer Price Index (CPI)—currently 2.52%—to a flat 5%, aligning Concord’s policy more closely with rent control laws in cities like San Jose and Hayward. Initially, Council Member Pablo Benavente proposed a more flexible approach, advocating for a cap of CPI plus 5%, not to exceed 7%, to better account for rising operational costs.

Council Member Laura Hoffmeister seconded Benavente’s proposal, indicating initial support for a more accommodating cap. However, Mayor Carlyn Obringer advocated for a flat 5% cap, which ultimately gained the majority’s support. The council also moved to exempt the first three single-family homes, condominiums, or townhomes owned by an individual from the city’s just cause eviction regulations.

CAA continues to maintain that Concord’s rent control ordinance should never have been adopted in the first place. The state’s Tenant Protection Act of 2019 already provides comprehensive rent control and eviction protections, and the city’s own data shows that Concord’s rental rates remain among the most affordable in the Bay Area. However, with the election of Benavente, who unseated rent control advocate Edi Birsan, the city is now reconsidering its approach to housing regulations.

CAA spearheaded a robust campaign, mobilizing hundreds of rental property owners and community members to voice their concerns. In the lead-up to the Feb. 25 meeting, housing providers and local residents submitted more than 250 letters to the City Council, made phone calls, and testified in person about the ordinance’s harmful impacts. Over 150 housing providers attended both the Feb. 4 and Feb. 25 meetings to advocate for these critical changes.

As a result of these efforts, the City Council acknowledged concerns raised by rental housing providers and local homeowners and took initial steps toward amendments to its rent control law.

“CAA and its members appreciate the leadership of Councilmember Benavente and the council majority for recognizing that the current rent control law went too far,” said Joshua Howard, executive vice president of local public affairs at CAA. “We will continue working to align Concord’s rental regulations with state law and ensure housing providers have the ability to maintain their properties, operate sustainably, and provide quality housing to Concord residents.

“This vote is a clear signal that the City Council understands that their extreme rent control policy created unintended consequences; CAA thanks every housing provider and community member who engaged in this effort to drive change. Letters, phone calls, showing up to council meetings all made a difference.”

The City Council is scheduled to hold a public hearing and cast the official vote on these amendments at its March 25, 2025, meeting. Nothing is finalized until the amended ordinance is formally approved. CAA urges all housing providers to attend the March 25 hearing and continue reminding the City Council that while these changes are a positive first step, additional reforms are needed to fully address the challenges created by Concord’s rent control law.

CAA also encourages housing providers to send a thank you letter to the City Council at citycouncil@cityofconcord.org, recognizing Council Member Pablo Benavente for his leadership in bringing the rent control issue forward and the council for placing this important discussion on the agenda.
