SANTA CRUZ, Calif. —

Santa Cruz is set to welcome its first luxury hotel, the La Bahia Hotel & Spa, which is preparing for its grand opening on Sept. 8, offering oceanfront views and fine dining.

"You'll be greeted by our valet hosts with cold water. From there, you'll walk right into the lobby where you'll check in with our front desk staff, [be] offered a nice glass of champagne or sparkling cider, even cotton candy or a stuffed animal for your kids," said Dan Smart, the Hotel Manager.

The hotel features 155 rooms, four bars, including one at the pool with private cabanas and fire pits, two restaurants, a sauna, an event deck, and a ballroom.

Additionally, there is a spa with four indoor and outdoor treatment rooms.

When guests step inside the hotel, they can expect to feel like they're in Spain, Panama, or Costa Rica.

Smart added, "You have to think of your great Aunt Elva. That's really the story we put together. Your great Aunt Elva is a little fun, a little wild, and she's traveled all over the world, and so what she's done is brought all those artifacts home. You're not visiting a hotel when you come to La Bahia Hotel and Spa, you're visiting her home."

Thirty years ago, this same space was home to the La Bahia Apartments, and today, the original bell tower remains with a refurbished look.

Guests will find rooms filled with custom artwork and extras like robes, sandals, tote bags, snacks, and wine, with in-room dining available.

The project has created 200 new jobs.

"What we're going to bring to the city of Santa Cruz is astronomical. I mean, to bring that TOT tax (Transient Occupancy Tax) that's coming into this community is going to help so much to really put some funds into help building up the city," Smart said.

Room rates start around $400 to $500 a night, with suites available for up to $2,200.

The spa will also be accessible to the public.

The California Department of Fish and Wildlife’s (CDFW’s) Cannabis Restoration Grant Program recently awarded more than $3.9 million to the Monterey Bay Salmon and Trout Project (MBSTP), to support the captive broodstock program operations at its Kingfisher Flat Conservation Hatchery in Santa Cruz County and help it continue its education, outreach and monitoring activities.The MBSTP’s Kingfisher Flat Conservation Hatchery—the only Coho salmon conservation hatchery in California south of the San Francisco Bay&m...

The California Department of Fish and Wildlife’s (CDFW’s) Cannabis Restoration Grant Program recently awarded more than $3.9 million to the Monterey Bay Salmon and Trout Project (MBSTP), to support the captive broodstock program operations at its Kingfisher Flat Conservation Hatchery in Santa Cruz County and help it continue its education, outreach and monitoring activities.

The MBSTP’s Kingfisher Flat Conservation Hatchery—the only Coho salmon conservation hatchery in California south of the San Francisco Bay—has historically raised and released critically endangered Central California Coho salmon in multiple creeks in San Mateo and Santa Cruz counties. Watersheds south of the San Francisco Bay are the southern extent of the Coho salmon range, and the hatchery program came about following precipitous declines in Coho salmon populations in the late 20th century, caused by cumulative human impacts over time. By 2002, when the conservation hatchery program started, Coho salmon had been nearly eradicated from all streams south of the San Francisco Bay. In the last two decades, however, the hatchery has produced up to 32,000 juvenile Coho smolts annually that are released in area streams.

“The Kingfisher Flat Conservation Hatchery and the Southern Coho Salmon Captive Broodstock Program have been critical in maintaining genetic diversity and preventing the complete extirpation of Coho salmon while ongoing restoration and recovery efforts continue,” said Erin Chappell, regional manager for CDFW’s Bay Delta Region.

Ben J. Harris, executive director of the MBSTP, said the project team was “extremely pleased and grateful” to be awarded the grant.

“This funding will ensure continuity to a vital conservation effort for Coho salmon at the extreme southern end of their range, helping to prevent their extinction south of San Francisco Bay,” he said. “MBSTP looks forward to working in partnership with CDFW, NOAA Fisheries, UC Santa Cruz, tribes, schools and the local community to support the conservation and recovery of salmon native to the Monterey Bay region.”

CDFW’s Cannabis Restoration Grant Program funds grants through California’s Environmental Restoration and Protection Account in accordance with Revenue and Taxation Code section 34019(f)(2). The program currently offers approximately $20 million in grant funding per year to promote ecosystem restoration and ecological health throughout California, and it funds diverse projects throughout the state, in various ecoregions, with multiple conservation benefits.

This is the first grant from this program awarded to support Coho salmon south of the San Francisco Bay. The grant also provides funds to repair critical infrastructure damaged during the CZU Lightning Complex fire.

“We know the preservation of Coho salmon in this watershed and in others is a shared goal in our cannabis community,” said Amelia Wright, CDFW Cannabis Program director. “Watersheds in California, and the fish and wildlife that depend on them, can be negatively impacted by unlicensed cannabis cultivation and other ecological stressors, so projects like these are very important. We appreciate the opportunity to help this program continue its operations and expand education opportunities for local schools and tribal communities.”

But because these types of exoplanets tend to be much closer to their host star than Earth is to the Sun, sub-Neptunes are too hot to have liquid water on their surface and support life. Instead, they would have atmospheres made of steam, over layers of an exotic phase of water that behaves like neither gas nor liquid. Since the existence of these “steam worlds” were first predicted 20 years ago, interest in their exact makeup and evolution has grown.

Now, astrobiologists and astronomers at the University of California, Santa Cruz, have developed a more precise way to model these steam worlds to help better understand their composition, and ultimately, how they formed in the first place. “When we understand how the most commonly observed planets in the universe form, we can shift our focus to less common exoplanets that could actually be habitable,” said Artem Aguichine, a postdoctoral researcher at UC Santa Cruz who led the development of the new model.

The work is explained in a paper published on July 24 in The Astrophysical Journal and is co-authored by Professor Natalie Batalha, head of UC Santa Cruz’s astrobiology initiative, along with Professor Jonathan Fortney, chair of the university’s Astronomy and Astrophysics Department.

More than icy moons

For the first time in history, the James Webb Space Telescope (JWST) confirmed the presence of steam on a handful of sub-Neptunes. Astronomers expect JWST to observe dozens more, which is why such models are critical to connect what we see from the exoplanet’s surface to what is inside of them.

The models historically used to characterize sub-Neptunes were developed to study the icy moons in our solar system, such as Jupiter’s moon Europa and Saturn’s moon Enceladus. Aguichine says sophisticated models can help interpret what space telescopes like JWST reveal about sub-Neptunes.

Icy moons are small, condensed bodies with layered structures: icy crusts over liquid water oceans. Sub-Neptunes are much different. They are vastly more massive—10 to 100 times as much—and, again, they orbit much closer to their stars. So they don’t have icy crusts and liquid oceans like Europa or Enceladus. Instead, they develop thick steam atmospheres and layers of “supercritical water.”

This exotic, supercritical phase of water has been recreated and studied in laboratories on Earth, exhibiting behavior that is far more complex than simple liquid water or ice—thus, making it difficult to model accurately. Some models even suggest that, under extreme pressure and temperature conditions inside sub-Neptunes, water may even transform into “superionic ice,” a phase in which water molecules reorganize so hydrogen ions move freely through an oxygen lattice.

This phase has been produced in the lab and is thought to exist in the deep interiors of Uranus, Neptune, and potentially sub-Neptunes as well. So, to model sub-Neptunes, researchers need to understand how water behaves as pure steam, as supercritical fluid, and in extreme states like superionic ice. This team’s model accounts for the experimental data on the physics of water under extreme conditions and advances the theoretical modeling that’s required.

“The interiors of planets are natural ‘laboratories’ for studying conditions that are difficult to reproduce in a university laboratory on Earth. What we learn could have unforeseen applications we haven’t even considered. The water worlds are especially exotic in this sense,” Batalha explained. “In the future, we may find that a subset of these water worlds represent new niches for life in the galaxy.”

By modeling the distribution of water in these common exoplanets, scientists can trace how water—one of the universe’s most abundant molecules—moves during the formation of planetary systems. Indeed, Aguichine said water has a range of fascinating properties:

“Life can be understood as complexity,” Aguichine said, “and water has a wide range of properties that enables this complexity.”

Looking back and forward

He also stressed that their modeling focuses not on static snapshots of sub-Neptunes, but accounts for their evolution over millions and billions of years. Because planetary properties change significantly over time, modeling that evolution is essential for accurate predictions, he said.

The modelling will soon be put to the test by continued observations with JWST, and also with future missions such as the European Space Agency’s upcoming launch of the PLAnetary Transit and Oscillation (PLATO) of stars telescope, a mission designed to find Earth-like planets in the habitable zone of their host star.

“PLATO will be able to tell us how accurate our models are, and in what direction we need to refine them,” Aguichine said. “So really, our models are currently making these predictions for the telescopes, while helping shape the next steps in the search for life beyond Earth.”

Gov. Gavin Newsom on Friday announced a new statewide task force that will prioritize clearing homeless encampments and expanding services in California’s 10 largest cities, including Los Angeles.

The State Action for Facilitation on Encampments, or SAFE Task Force, will coordinate expertise and programs across state agencies to address encampments. The goal is to work with local governments to move people from the streets into temporary shelter and ultimately permanent housing, according to the governor’s office.

“California has put in place a strong, comprehensive strategy for fighting the national homelessness and housing crises — and is outperforming the nation as a result in turning this issue around,” Newsom said in a statement.

“No one should live in a dangerous or unsanitary encampment, and we will continue our ongoing work to ensure that everyone has a safe place to call home,” he added.

The task force will begin operations within 30 days in areas such as Los Angeles, San Diego, Long Beach and Anaheim.

Newsom has issued multiple directives aimed at addressing encampments and holding local governments accountable.

In 2024, following the U.S. Supreme Court’s ruling in Grants Pass v. Johnson, which upheld local laws banning camping on public property, Newsom signed an executive order to clear encampments using a so-called “state-tested model.”

The governor previously said he would rescind state funding for local municipalities that do not remove homeless encampments. Using an online tool, accountability.ca.gov, residents can comb through data points to track progress on homelessness, housing and behavior health.

Meanwhile, California voters approved Proposition 1 in March 2024, authorizing $6.4 billion in bonds to expand mental health and addiction services, build permanent supportive housing and help homeless veterans.

Newsom also launched the Community Assistance, Recovery and Empowerment (CARE) Court program, designed to place people with untreated schizophrenia and other severe mental illnesses into housing and treatment. Initially expected to start in July 2022, CARE Court launched in October 2023 in seven counties after concerns about the timeline to create a new legal structure.

The SAFE Task Force is expected to implement and advance these initiatives with the following agencies:

— California Office of Emergency will be responsible for logistical coordination and procurement

— Business, Consumer Services and Housing Agency will oversee housing and homeless grants

— California Interagency Council on Homelessness will offer guidance to local governments, coordinate supportive services, and facilitate cooperation with local agencies

— California Health and Human Services will support and monitor locally-provided health care and behavior health support, as well as treatments funded by Prop 1

— California Highway Patrol will provide support during encampment operations and monitor cleared areas

— California State Transportation Agency will be directly responsible for clearing encampments located on state rights-of-ways

According to Newsom’s office, this week Caltrans reached an agreement with San Francisco that improves coordination with addressing encampments on state right-of-ways.

In July, a similar agreement was made with San Diego elected officials.

Between 2014 and 2019, unsheltered homelessness in California increased by approximately 37,000 people.

Last year, while homelessness increased nationally by more than 18%, California limited its overall increase to 3%, a lower rate compared to 40 other states.

Newsom’s office touted the state held the growth of unsheltered homelessness to just 0.45%, compared to a national increase of nearly 7%. Florida, Texas, New York and Illinois experienced a larger homelessness increase.
